OIE (The World Organization for Animal Health), recently unanimously adopted a resolution recommending that the United States, Canada, Switzerland, Taiwan, Chile and Brazil be recognized as having "controlled" risk status for bovine spongiform encephalopathy, BSE, commonly known as "mad cow disease".
On the same day some of Japanese domestic media have reported as if American beef is "almost safe". But unfortunately I could not find a single "safe" or any term which means something like "safe" in an official document.
It seems that what is "controlled" is not a risk but information.
